I looked on the post count thread and it said the board opened in 2003 but didn't say what month.

I'd guess September of 2003.
One Tree Hill = forum #153 and it was here in October 2003.
The OC board is forum #152, so was added just before OTH and that screencap indicates that it had established traffic in October.
Does that seem reasonable to you?
