The app keeps saying 'server is too busy' for me too.
And I've already tried deleting it and installing it again

Apparently the app hasn't been updated in some time, and that's part of the issue. Hopefully our technical people can find some other options for mobile users.

Can't post, can't reply, can't refresh, can't do anything. Ever since I got a new phone the app won't let me do anything but read. I can’t post. I can't add favorites which means I have to search for my forum every time I log on. I can't reply unless I quote someone. The app hasn't been updated in years

Apparently some people are still able to use it, but the issue is that the app isn't being updated.

I'm sorry you've been experiencing this. The app has never worked for me either so I go on my normal browser on my phone to post on but I wouldn't recommend it if you don't have Wi-Fi as it takes a lot of your internet browsing data.
