No, it's not electric but it's very good for big cities with too many cars and not much parking. Usually it's the second car for women and the children. It can be used for long trip, of course it's for two and the the room for baggage is small but more than enough for my needs. And the automatic gears
The brand (Smart) is a division of Daimler AG, that's why it costs too much, I'm gonna buy a used one, around 8/9 k€.

i need any thing small with four wheels to hold me and my two kids, and i need to reactivate my driving skills

Most of the small city cars are more or less the same size and power, the difference between the SMART and the other is the number of seats, usually four. With only two person, you have a lot of room, it's comfortable. We had one on the past and it was really fun, especially if you are used to bigger car (not me of course)

There is also the new model for four passengers.

we have one car that my husband drives but when i'm alone with kids either put them in stroller or we have a taxi

If you jump in a black cab then I would say they are expensive, especially in London. But if you order from a private company then they can be ok - more expensive than public transport but very convenient!

if i go to everywhere i want by taxis then it will be expensive but one or two drives by day are fine, that's why a private car is more comfortable, although i keep thinking what can i do if it got broken from me in middle of a road

I still not sure about learning to drive. I can see how amazingly useful it would be, but there's something in me that doesn't feel comfortable with it

I don't like to drive, I decided to live in a big city to avoid being forced to use a car but I had my licence years ago, just in case.

That's the best combination I think - live where you don't need to drive but have the license for when you need it! Maybe I'll learn one day...
