The judge ruled in his favor.

I just don't understand after all he did, how the judge could let him out in 2 years. I am very sickened, and worried for my sister & her best friend who happens to be his sister and only living family member.

No!

All they are going to do, is for the next two years give him psychiatric care. They think that with some help, he will be fine. I know the kid, and this is just not going to be good. He even told his sister that she shouldn't worry, because he's her protector and would never hurt her. He told her that her husband better watch his back though. I see this as a threat! My sister protects her as well, so he might see her as a threat as well.

No, and my sister can't get a restraining order unless something comes up. Even then, that wouldn't stop him. He planned and mediated his families murder, who's to say he isn't planning something right now while he still has 2 years left in Juvi?
