Hopefully this hasnt already been asked but I've alwyas wondered what is Joy's background? Also can she speak any other languages that English?

Some of Joy's family on her Father's side are Australian. I'm not sure about anything else or if she speaks any other langauges. Perhaps Italian?

She's Australian, Scottish, German, and Irish. She actually has lineage that traces all the way back to the Scottish King, Malcolm!

^When talking about singing Mariah Carey songs, she said it was an advantage that she was an only child because she had time/space/or something to do that.

Although I think she has a step-sister who is a lot younger?

Well during the OTH tour in 2005, Joy said she had a 13 year old step-sister who wasn't allowed to watch her on One Tree Hill, so we know she at least has one younger step-sister. But since both of her parents are re-married, I think there is a possibily there are more step-siblings. Joy is the only child from her mom and dad though, so she is an only child in that sense.
