He's the rightwing politician that's running against Lucille 2 for Congress. George bribes him to support the border wall. He shows up more and more as the season progresses.

He's a parody of Presidential candidate Herman Cain.

I still don't understand why George and Oscar switch personalities. They say that it's because of the maca root, but we only see George have maca one time. Oscar is the one who had it lots of times.

I liked Dr. Norman too. He was crazy and high all the time, and he kept drugging the animals.

George went to bribe Herbert Love because he needed the wall built, and he had not told Oscar about the wall. That's the only reason he went. George didn't feel confident about talking to Love, because his sweat and squeeze scam was failing, but Barry talked George into going.

Oscar had no idea why George sent him to visit Lucille.
