I guess her parents are divorced too so when summer is over she moves back to one parents which is why she is closer to where Nikki is... kind of like with Cameron he is with his mom for the summer and dad for the school year.

I re-watched the episode and I as well think it wasn't really mentioned. He just told Nikki that Amber lives near his mother (it was his mother, right?).

so I guess during the summer he live with his mother and she lives with her mother too. Amber and mentioned missing Cameron and wondering where he was and he said been hanging with Nikki and that camp.__________________

I don't think so... Amber was one of those rude popular kids who think they are all that. Nikki and Amber had Cameron as their link that got them to interact outside of school and even then they hated each other but when Nikki saw Amber at a weak moment she help and that was a changing moment in their relationship.
