To me, even though Phoebe loved her sisters, I loved the fact that she saw Cole in the same regard. She truly felt him as a partner, part of the family. I absolutely adore how comfortable Cole seemed with the Halliwell sisters (except Paige ) after he tried to kill them. It was cute and funny

Yes even Prue accepted him and I guess that Paige also did. At least while he was human.

I think all of them did except for Paige. Prue accepted him when he was a demon, she never lived to see him become human. I just love how much Phoebe and Cole loved each other and the sisters saw him began to see him as family as well because Phoebe did.
