They did. Or at least I remembered they did kissed. It was a peck though. Still count right? It was the rules of the boy toy auction. Season 1. The boy toy auction episode. Haley brought Lucas. They had a balloon fight. Lucas found out about Haley's tattoo. They talked about being in love and how Haley's in love with Nathan which is why she got a tattoo of Nathan's jersey number. They kissed or pecked each other on the lips. They meet up at Nathan's apartment. Lucas saw Nathan kissed Peyton and thought he's cheating on Haley.

I feel like Lucas/Haley's relationship is that they have their own families but they might stay in touch which we don't see on screen.

but it's rare to see two people with so much chemistry who is possible to explore more romantic level but stayed friends no matter what.
