The oracle didn't have a cobra staff. Her staff was a bird. I'm withholding judgment on it being Jafar, though I tend to agree with scififan, considering Jafar's stuck in a lamp. Maybe even this one from episode 8

I assumed it was the lamp that Aladdin and Jasmine stole from the cave to save the kingdom from Jafar. Of course, I bet being the savior Aladdin doesn't end up using it in the end. He proves himself a hero without any magic.
