I think the title has to do with Richard, nothing to do with Luke.

In Richard's case, he'd probably rather be in South Dakota. Wasn't he the one who said that it was so boring there that one of the President's heads on Mount Rushmore actually yawned.

Hee. Of course if it refers to that WC Field's quote, it could mean that maybe Dope- I mean Chris would rather be in Philadelphia than being dumped by Lorelai. Or poor Richard would rather be in Philly than in the hospital.

OR maybe Luke would rather be in Philadelphia cos I'm there.

I think the "I'd rather be in Philidelphia" has to do with the funny death, as it was a punch line by W.C. Fields. My second guess would be the Lane connection (mostly in hope to see Lane again and see something about her twins!)
I find the switch in repeats interesting. Did they finaly figure out no one wanted to see Lorela and Chriss in Paris the first time so unlikely to want to watch the shows again? The replacement with the "how it's all going wrong" episodes gives me some hope they're going to resolve and end that lame story line.
