Yes it is! I was actually reading an Enough About Eve recap and the recapper put this quote from the movie. As soon as I read it, I was like OMG that is sooooo Chuck and Blair!

As for the icon, I just snagged it off Ed's board - I freaking loved Dorota in that scene!
