I think it's quite possible that Ray was a grad assistant at MIT or something.

It would make sense if Oliver and Felicity both know him, actually. Being an old friend of Oliver's gives them a more interesting dynamic than another jealousy of the rival newcomer angle, and puts Ray in the Tommy position. Again, as Felicity is in the LI role now, and obviously they were interested in a dynamic like that when the show started, it would make sense for them to be getting back around to the story they wanted to tell, now that they have the problems worked out.

It's also way more interesting for QC if this is Oliver working on a business interest with a friend. We just had the hostile takeover thing with Isabel. A guy that Oliver cannot dislike or even legitimately object to as a guiding force behind QC or a boyfriend for the woman he loves is better than just grrrr grrrr grrrr jealousy. And Ray is a hero, Oliver is a hero, so it'd be childish of Oliver to be unable to deal with the guy.

I just love it! Lol, he has no idea - he won't feel our wrath not mine at least. We'll get to learn more about Felicity watching her interact with someone outside of Team Arrow, we'll get to see Oliver/Felicity/Ray have funny delicious moments, help Oliver realize I don't need to do this can't be with someone I love he's the Atom/CEO/boyfriend, and show yes Felicity has choices, but she chooses Oliver. Can't wait!

And I think his character will be cool.
