I get why Quil couldn't leave. He had Claire. She was his priority.

But Embry had no ties. As it was his own mother had a hard time with her and because of his wolf secret he kept pushing her away so he was kind of out the door anyways.

My only reasoning is that Embry believed Jake would be okay and he didn't want to leave Quil alone.
