I feel like they might do that since this is basically a brand new season: new showrunner, companion & Doctor.

yes they are!! Especially when they come up with super cool stuff like the Weeping Angels and the Silence. I really want another new villain on that same level.

I think bringing back some more Classic Who villains would be really great. I have enjoyed all the ones they have brought back so far.

It'll also help fans of New Who get to know more of those classic villains that fans enjoyed. The show is quite good with continuity.
