Because it's a UK show and most shows in the UK have a smaller episode order per season. Doctor Who is pretty long by UK standards. Lots of shows have even few eps per season. I think Sherlock only had like 3 episodes per season??

Prime time television in the US are pretty much the only shows that have long seasons like the ones you mentioned.

Ever since the weeping angels were introduced in the David Tenant episode Blink, the other two doctors had at least one encounter with them even though the one that Peter Capaldi had was very mild. I wonder if we'll see them with Jodi Whitaker and maybe Jo Martin who played the Doctor in one episode.

I don't think the character is annoying, so much as the way the character is portrayed. Much like the Doctor, there is too much of a hyper/manic personality to the Master (it got out of hand with Missy, imo). The Master needs to be menacing.

Yeah he is so important to the series i doubt they will ever kill him , but yeah he is portrayed so different so ways it is not liked by fans but it will change later on

They were going to kill the Master in 1973, the idea was to have the Master give his life to save the Doctor. The idea was scrapped following Roger Delgado's untimely death in an accident.

All true, i'm affraid. He was travelling in a car when it went over a ravine. Pertwee said that Delgado's passing was a big contributor to his deciding to leave the show.

I don't think that's how it works. He/she is always a time lord. (Might only happen if the Master interferes somehow...)
