I think we can infer that he is, there's been plenty of clues that he is. That moment in the evidence locker he looked really strained, and said that Rogers doesn't understand what is truly going on. That and the fact he was looking at the dagger.

 Okay, here's a question-if I were going to buy a season for Hook, aside from 6, which would be the best Hook season to buy? Like I said, I don't remember much about the past seasons. __________________

I would say season 3. It's my favourite, I love all the Neverland stuff, and I enjoy watching him change into someone wants to do the right thing but is struggling to do it.
I may be biased as a CSer though.  __________________
