I don't get it - does the bus belong to the language academy?

I too am confused. If the bus belongs to the county, the school has no right to enforce such a rule. But if the bus belongs to the school, they should have told the riders the the rule was going to be enforced. Since they didn't, I think they should at least give them a second chance.

Is this supposed to be a bus for ESL (English as a Second Language) students?

I never heard of a rule enforced for not speaking English.

So apparantly, the bus was to be specifically used for students attending the language academy, and not the elementary school that the students attended.

I was in this situation when I went to school also. Because of the way the school zone was drawn, my nearest neighbor could ride the bus, and the bus went by my house every morning to another area in the school zone, but I was not allowed to ride and my mother had to drive me until I was old enough to drive myself.
