I think this is a good idea. I wish this bill would be put into place in the state I live in. I get tired of seeing people with saggy pants. It's gross to see their underwear and even more so when more than just that is exposed

Richmond, Va. -- A Norfolk, Va., legislator says the droopy-drawers bill may be his legacy.

The Virginia House of Delegates has tentatively approved a bill to crack down on people who wear low-riding pants.

Freshman Norfolk Delegate Algie Howell Jr. introduced the bill at the urging of constituents who are offended by the exposed underwear.

Howell said, "That's why they're called undergarments. They're supposed to be worn under something else.

"Delegates approved a measure that would allow police to assess a $50 fine on anyone who exposes their below-waist underpants in a "lewd or indecent manner.

"Howell said that since he introduced it last month, he's been deluged with calls and e-mails about the issue, mostly positive.

Howell told The Virginian-Pilot that he kept hearing from customers in his barber shop that something needed to be done about young people who wear their pants around their knees, exposing their underwear.

When a House subcommittee took up the matter, the response was sympathetic yet skeptical because of legal issues.

It's going to the House floor for a vote.

I actually dress like that. It's not to be offensive to anyone or anything, I just feel more comfortable having loose fitting clothes. I know not to visit Virginia anytime soon.

This is really stupid though. The majority of the time with people that wear baggy pants you can't even see their underwear because they wear big shirts that cover them up. Making a law on how you can dress is pretty stupid. They're still dressed even if you can see their underwear and that's all that matters.

That is beyond one of the dumbest things I've ever heard. What if a kids belt broke and he had to get home. His pants were sagging, and a cop gave him a fine. Is that really fair? Plus, if people are comfortable that way, then they have to conform. This is like one step to limiting our rights, and I don't think it should be passed. What's next? It seems pointless and dumb to me. And if anything, is going to be the first of many things that could potentially hurt us in the end. What about "Hot Topic" type clothes and bracelets being banned. Clothing with innappropriate sayings altogether. I don't wear my pants low, but still I think it's a dumb thing to put into effect.

Thats kinda dumb - I always wear loose fitting clothing and sometime the top of my underwear will show - no one has ever said anything to me or had a problem with it

What's with all the ................ ? I can barely understand what you're trying to say.

It's funny that they say "low riding" pants because I immediately think of girls. But it sounds like they are referring more to guys sagging their pants. Sagging pants was the cool thing to do while I was in junior high, but I didn't know kids were doing that. In fact I distinctly remember one of my friends talking about how we need to sag our pants when we get to the Junior High, since that's what the cool kids do

I hate guys who wear their pants so low their boxers show, but i'm not offended by it, if they want to look stupid then thats their business... but i just constantly feel the urge to go up and pull up their pants

people are offended by other peoples underwear??? I just think its funny when guys think their cool cus their trousers are way lower than their boxers .... some people are just hyper sensitive i guess!

My girlfriend use to do something similar to that when I was in high school. Whenver I was walking in the hallway she'd walk beside me holding one of my belt loops to prevent my pants from sagging. I actually stopped sagging for awhile because of how embarrasing the whole thing was with her doing that.

BTW the bill was passed. Glad to see congress really going after what matters in the US..People that wear sagging pants. Seriously, is there nothing else important to do than to attack the way people dress? I wonder how long before women are going to have to dress like they were in Afghanistan? Like i've been saying, its pretty sad that we're constantly pushing to make another country free while stuff as insane as this is happening here.

Dude, this wasn't national. It was passed in VIRGINIA. But isn't Virginia kind of conservative??

Even so its simpy amazing that anyone would even try to pass a law like this. It's clothing and its not revealing anyone body parts. I'm guessing the same people offended by it are the smaeones that were offended by seeing Nicholette Sheridans back in the MNF sketch.

Are we going to start fining women who show their bra straps?

Well it's Virgina. The only time I have EVER heard about Virginia is in history class, RE: Jamestown. After that, nada. Seriously, I have once in my life been to Virgina or heard of a city there or ever heard of anything happening there. They probably have nothing better to do

Oh yes, sending a message to people that we don't want to see their underwear is really making the country lose its freedom. I realize that this is not the most important thing to probably be working on right now. But that being said, I don't think it is a bad thing either. Getting people to pull up their pants and stop showing the world their underwear is good, in my opinion.
