Shannon Hatcher is currently in the Rutherford County Jail and faces drug and aggravated child abuse charges.
According to police, Hatcher took her daughter's 11-year-old friend to a Smyrna tattoo parlor and told the artist that the child was her daughter and was 14 so that she could get a piercing.
Smyrna police say a woman pretended to be the mother of an 11-year-old girl so the child could get a belly-button ring. Police allege that the woman did drugs with the child and her own daughter on a number of occasions.
Shannon Hatcher is a mother of two. She's currently in the Rutherford County Jail, charged with aggravated child abuse and casual exchange of drugs. Police told News 2 that her 13-year-old daughter and the other girl involved were friends.
Chip Rutz is a tattoo artist at Zenful Art Tattoo and Piercing in Smyrna. It's a facility that prides itself on it's 100% score from the state Department of Health and for keeping up-to-date records on all its clients. Rutz told News 2 that he remembers the day Hatcher came to the studio. She had a young girl with her - a girl who wanted a belly ring.
"14 is our cut-off...no one under 14." said Rutz.
Rutz says the 31-year-old mother signed paperwork indicating she was the girl's mother and the youngster was of age. Days later, Smyrna police informed Rutz that Shannon Hatcher had lied. She isn't the girl's mother, and the girl is only 11 years old.
"If it was my daughter, I'd do everything to get something done to this woman," said Rutz.
It all began to unravel at Rock Springs Middle School, where the 11-year-old was caught with the belly ring, which is against Rutherford County school policy. It wasn't long before the child dropped a bombshell.
"Not only had Miss Hatcher taken the young girl to get body piercing, she had also allowed her to partake in smoking crack cocaine," said Smyrna Police Sgt. Ken Hampton.
According to Smyrna police, Hatcher has admitted to the crimes. Police now say that she smoked crack with her own daughter and the other pre-teen girl on several ocassions.
"The parents had her submit to the blood test, and it came back positive in her system," said Hampton.
News 2 has learned that Hatcher is married to a Rutherford County lawman. Sources say that he was not in the state at the time of the alleged incident.
Shannon Hatcher has been arrested before - in Rutherford County on charges of forged prescriptions, and just last month in Metro Nashville, where she is charged with shoplifting $85 worth of miscellaneous items from Wal-Mart.
Smyrna police say DCS is also investigating the latest incident. For now, police say Hatcher's children are in the custody of their police officer father.
