Well, let's face it, there's no chance this will ever succeed. It's just another disgruntled citizen coming up with an exagerated way of expressing his generalized anger as projected on a specific target.

Well, even if he is serious... the scientific community hasn't been able to do it yet and it remains very much illegal to attempt to do it. So, yeah. This guy's just angry at the world and he's decided to take it out on people he has never met.
