WASHINGTON (AP) - Former New York City mayor Rudy Giuliani, a moderate Republican best known for his stewardship of the city after the Sept. 11 terrorist attacks, has taken the first step in a 2008 presidential bid, GOP officials said Monday.

The former mayor filed papers to create the Rudy Giuliani Presidential Exploratory Committee, Inc., creating a panel that would allow him to raise money for a White House run and travel the country.

The four-page filing, obtained by The Associated Press, lists the purpose of the non-profit corporation "to conduct federal 'testing the waters' activity under the Federal Election Campaign Act for Rudy Giuliani."

Giuliani was widely praised for leading the city during and after the terror attacks of Sept. 11, 2001. He has said for months that he would wait until the end of the 2006 elections to decide whether to embark on a White House bid.

Interesting. I think that Giuliani is a viable candidate, mainly because of how he handled things after 9/11, but I think he's a polarizing candidate, and I don't think he'll be able to garner enough support to be elected president.

I honestly don't know who looks like a strong candidate for either party at this point, but I feel the next election may well hang on how the war in Iraq is conducted now that Rumsfeld is out of the picture.

If the Republicans want to keep the Evangelical base I don't see how they would nominate Guiliani. He's on his third marrage and his first two broke up because of very public affairs. He's pro-choice and I believe he's for gay civil unions.

My guess is McCain will win the Republican nomination and for the Democrats - Clark, Edwards?

I think if Bush doesn't drag up his performance and things continue to go badly in Iraq, the GOP might nominate McCain to try and hand on to power. He is a candidate with a degree of appeal to both sides. What counts against him is his age - I think someone said he'd be 72 when he got elected, 80 at the end of two full terms. One of Bush's PR strengths has been being physically fit - lots of photo ops running with soldiers, out clearing brush etc.

For the Democrats - Clark would be a good candidate against McCain as he has lots of military experience but from what I understand, not a lot of public policy experience. He also doesn't get the boost of high name recognition.

I am a bit of an Edwards fan - he has such a compassion for those less fortunate than him and I think he could be one of America's greatest Presidents. I read that he has being doing a lot of work for minimum wage workers in hotel/leisure industries and the unions will probably back him. He's also being going abroad and getting foreign policy experience. He's extremely thoughtful and eloquent.

I've heard rumors in my area that Evan Bayh is going to run and he's a pretty good guy if he can gain a little more national renown. He'd run Democrat and I'd probably vote for him because he's fairly moderate. I don't know in terms of Republican.

Giuliani certainly has a reputation for great efficiency. After this administration... that would probably be a good thing. On the other hand, I can't help feeling that he lacks more national experience. I mean, how do you go from mayor to president? Not that he wouldn't necessarily do a good job. It's just something I wonder about.
