Can you vote for a party without voting for their candidates?

I'm curious about this issue. In my Island of Puerto Rico there's an on going debate about this.

I'm outraged at the thought that you can vote for a political party without voting for ANY of their candidates like some people are trying to establish here in P.R. ... This is incredibly anti-democratic and it violates the "one man, one vote" rule that applies here in P.R.

The story: In a 2 candidate ballot, some 15+ thousand Puerto Rican voters voted for the symbol of the Independence Party and then proceded to vote for both of the candidates for the P.P.D. party.

To me this is obviously a damaged ballot for it contains 3 marks on a 2 candidate ballot...but the other two parties (P.R. has three parties) are calling it "mixed votes" and that they should be added to the total tally for both parties that were marked on those ballots. ARE YOU KIDDING ME? "One man, one vote" my friend!! It clearly violates the Electoral Law and both the Constitution of Puerto Rico and the United States. It also goes against GORE v BUSH where it was established that if voter intent is not clear, the vote doesn't count.

Anyway, I wanted to know if where you live you can do so. Like, voting for a party without choosing any candidates. I know to some of you this is an odd question, as it is for me, but I'm curious about this!

Have you even heard of this?

Here in Canada, if you vote for their candidate, it's a vote for the party. It sucks actually.
