Bush Proposal To Redefine US Compliance with Geneva Convention

The bill passed the House Armed Services Committee but is stalled (as the article) says in the Senate. It's an interesting battle to watch. My guess is that it will pass (or rubber stamped by the Congress) and then be challenged in the Supreme Court again. When it gets there who knows.

The thing is, you can't expect to give a suspect a cookie and have them spill their beans. But, at the same time, there's a huge amount of psychological interrogation techniques that can be used instead of physical techniques. The Geneva convention dealt with standard POWs right after the inhumane treatment of POWs and military prisoners during WWII but times have changed and so have techniques. I don't think physical techniques that perminatly harm someone are good to use, but with holding food and water, keeping prisoners awake, sensory deprevation, are all good psychological techniques that if done properly can have litter or no long lasting effects.

I think it's a good idea to have Congress do some defining. It isn't fair to ask soldiers/CIA agents/whoever to take on legal risks in a murky area, in addition to what has to be a very demanding task. They should be able to have some confidence in what is allowable and what isn't.
