I think so. I see Adam as seperate of the Initiative because only a select few within it were even aware of him. Those like Graham and Riley were not the smartest but they weren't evil.

I don't think Forrest was all that evil either. He was just more conditioned than the others.
I think Adam is separate because after Maggie died, who really was the head of the Initiative, Adam became the new focus of Buffy and the scoobies. __________________

It became far too much Adam. I would have liked more focus on the structural evilness of the Initiative. Where few individuals could be considered evil, but the organization as a whole certainly was

That would have been a much better focus for the season. Adam was definitely strong enough to the big bad but he lacked the personality of the other baddies.

Favorite "big bad" - the mayor. The actor playing him was fantastic, showing all the various aspects of the well written character.
Runner up would be Angelus. Least favorite was Glory/Ben. The concept was great but the implementation was lame. They should have gotten a talented male actor who could play both the Ben personality and the Glory personality. Both beings were supposed to be inhabiting the same body, Ben's. Instead we get the body-switcheroo thing and Glory, as played, was just grating and irritating. One of the reasons why season 5 is my least favorite, in spite of some fantastic episodes. __________________

I personally really liked Angelus, he was really convincing as a big bad. And Faith, well, she was just plain scary when she was bad. But I think I enjoyed Glory the most, she was just so crazy and really actually very funny, but then extremel dangerous at the same time. So, my choice is her. I thought she definately made season 5 very interesting, the way she was defeated, i loved that episode, one of my fave.

I don't really think it would have worked if the male actor had played both Glory and Ben. I think it was supposed to be so out there that you wouldn't think that Ben had any connection to her at all and then when you found out he did it was well he must be under her control, not he and she share a body.
Plus I love when Spike sees that Glory and Ben are sharing the same body and tries to tell Xander, Willow, and Giles and they don't get it at all. "Is everyone here very stoned?: __________________

I just finished rewatching the Dark Willow episodes. It was awesome- as scary as she may be (with the veins and black hair)! Loved how Xander saved the world, too...haha
