That's definitely good at least. How far away is it from the city?

How far away is her college from Winnipeg?

It's right in the city. But basically colleges in North America work a similar way... you could have a college directly in a bad city but the college is a safe haven regardless. In fact, many of your colleges are IN bad areas. The campus is cool though. So as long as she doesn't go off campus on her own exploring in the dark on a Saturday night she's fine.
