It was never explored but quite possible Berlanti constructed the storyline in this manner because he didn’t want to get wrapped up in the complex/legal stuff.

I just remembered Madison's annoying whiny voice, teary eyes and runny nose while she said, Mr. & Mrs. Wagley. lol
I forget so much but remember random things no one else does.

I forget things, period.

Wow so she’s even commending the adopted parents, saying they’re great.

Thinking about season 5 and her return to explore getting the baby back, taking him away from his adopted parents knowing they were good people... just wow. She’d look like an even bigger villain. My guess is Ephram would have talked her out of it, though.

That is a good point! If she had taken the baby back from them this would have been so low and wrong.
