I did think of that. Although most of Tony's issues with the many schools was he was acting out because Sr wasn't paying attention to him once his mother died, and his many marriages took his attention. So, he acted out. Got moved. Until he got to his final one, which started to give him some guidance.
As Tony was nearby. I could see it. Boarding school would keep her safe. And they were cagey of what exactly Tony knows of Ziva. So, maybe it was about protection.
Or it could be simply a private school. Ziva was following her. But didn't break her cover to really get clearer pictures.
They can almost do anything. If she's still hiding. it has to be something dangerous to make her come... Or Tali gets sick, and needs her mother.
