I did find it strange that no one seems to know Tali and Tony. They knew about Gibbs. But not that Tali is her daughter. So, yeah, I could see something arise that might put Tali in the hairs of some enemy. I don't know what could bring Ziva back unless it's a old case or Tali and Tony are in danger.
Tali is school age by now. So she could be at a private school or a boarding school and therefore Tony might not have to be present or they can structure it in some way, But I hope they can get Michael for a cameo or something...
They know fans want that. They haven't said when she reappears. So it could be in January. Or it could be the way they end the season.
I believe the big 400th episode is coming near the end of the season. So they could plan for something to use that big episode.
Yeah I am sure Ziva will want to be stronger before she goes back to her daughter, and Tony.
