They could do that, too.
But some people will pay for their second choice of VIP (like some big Bob fans did with Richard) if Bob and Eliza sell out quickly, and the organizers obviously want to try to get those other VIPs to sell out, too. So from a business standpoint, it wouldn’t be a bad idea to do it the same way again.
