I think they implemented it to reward the drivers that are doing fastest laps because right now, the fastest laps are only for record. If anything, this also will help/aid those fighting for the drivers & constructors championship.

So for example, a lower-ranked team finishes in the top 10 and is the fastest lap, a point is rewarded but based on experience, fastest laps usually go to the top teams.
