I think it was neither of those, it was some commentary or audiobook or whatever
And the line "She considers it" can actually mean considering what the Ben's proposal actually means, what's he asking of her and it actually is in line with what we deduced and that is that Rey got scared, because she figured he wanted her in a sexual way. Which I can see why it can be really scary for various reasons for a girl like Rey.
And btw, this novelisation was made according to the script too.

I don't know, I just don't mind it. It shows that Rey is not perfect like some people insist. She really has a dark side. Funny thing is, that Rey is the one who is constantly hurting Kylo/Ben, not the other way around. In TFA she hurt him physicaly, in TLJ emotionally. And it wasn't pretty in TFA, one would say that she was cruel too.
