i find it very odd that Zemo would tell Steve Rogers that he 'had a liitle green in his blue eyes, and that it was nice to see a flaw.' very odd comment from the bad guy, in that Siberia showdown between Tony, Steve, Bucky, and Zemo.

Steve Rogers was found to be a Skrull Agent at one time, during Secret Invasion. Skrulls are green, including green eyes, and frequently have small flaws within the impersonating human camouflage. Secret Invasion is a highly rumored overall plot within MCU Phase 4.
