I think that with Smallville, they cared more about Oliver having a likable personality so although he was Green Arrow, they cared more about Oliver as Oliver and Oliver as Green Arrow which is why we saw him more as Oliver throughout the series.

Whereas with Amell, he is just phenomenal as Green Arrow. He's probably a better fighting, more threatening and just on another level. His Oliver Queen is cool but JH version of Oliver is way better.
