Pacey/Joey Dan/Blair on Prime Time to me next to Spike/Buffy prob. had the best buildup.
Most was unintentional for many seasons & weren't planned to get together for the most part.
I know KW talked poss. having a PJo relationship later.
The GG creators thought about doing a Serena/Dan/Blair triangle Season 1.
It's just nothing was carved in stone.
I might be forgetting one but those stick out the most b/c so much was unplanned but then fit the love story later to come together in real way for me.
Nothing will ever beat the buildup Spuffy got IMO though.
