That's only for general boards.
If moderators of Celeb boards want those to be included as representation of what the celebrity has done, that's something for them to discuss. There's a difference between submitting an avatar for a general board that has a board here which means that takes the opportunity away for a different show/fandom to get a standard avatar while they'll already be garanteed to get 5 and making one for a role that this person was playing, they'll still be avatars of Emilia.
