I think Ruth's point is that The Wire was a very popular show and therefore it makes Dom a more well known actor in US television whereas she is new to US TV in which case of course he would make more. It's not about the difference in the sexes here, but about popularity. However, if they were both on the same playing field as far as previous exposure, then YES they should be making the same.
