Was that just because she was in the circle, or was that just how it was for her at that point?

Donna was shown, from the start of the series, not to have female friends. Eric, Hyde, and Kelso formed her group of friends since first grade -- and Fez became part of that group in tenth grade. So I think that scene reflects the fact Jackie is Donna's only female friend.
