Brooke/Nathan happening in season 2/3 would have been pretty interesting and much better than what they did with both characters at that point (especially Brooke's).
While I do agree that Naley getting married was an massive mistake for both characters and clearly was an last minute call for an shock moment, but I definitely wouldn't say Nathan wasn't allowed to do whatever she wanted considering the way Mark always victimized female characters for wanting to follow their dreams. If there was any gender imbalance, it was the other way around due to an few of their scenes hinting that Nathan's career was more important than Haley's.
