I know Joyce repressed a lot--like
a lot--but willfully forgetting she locked up her daughter in a mental institution? You know Buffy would've gone kicking and screaming too.
And then if Joyce did manage to forget in subconsciously somehow, Buffy wouldn't have asked Giles if she could let her mom in on her secret. She would've known that her mom was incapable of handling it mentally and would've just repressed it again. It would've been a different kind of conversation. IMO, the facts all add up to retcon.
