It is weird but at the same time I kinda understand it, I mean she was his mom for a period of time or really her body worked as a vessel for his mom who he didn't get to spend as much time with as he would have liked and who he didn't get to say goodbye to so I imagine seeing Charlotte would probably very painful for him thus he'd want to avoid it and the writers would like to leave it for just the right emotional time.
What I do find weird though is that nobody has mentioned her being Lucifer's step-mom to her, I really want to see somebody bring it up to her, and see how she reacts to it.
