There are some permissions based on your number of posts. Here is the breakdown:

You have reached 2 posts so your PMs should be enabled. You will need to reach 100 posts to be able to upload a custom avatar.
does have hundreds of preloaded avatars that you can choose from until you reach 100 posts. Other than avatars Fan Forum does not allow any users to upload pictures. You would need to upload the pics to a hosting website such as Tumblr, tiny pic, photobucket, etc. Once the pic is uploaded to a hosting site you can share the image link by using the image tag at the top of the post. It looks like a square with a mountain and sun.
