Yeah Joss didn`t write it all. He has a writing team that´s right (I checked wikipedia for that)
But I would say Joss is the one who says what happens to the characters like he did on the tv show.

Anyway: I only browsed through one Buffy comic book at the store but man those books are not cheap.
