Well, the Academy originally did have ten nominees for Best Picture when the Oscars first began. They shortened it to five in the 1930's I believe. As for why they just happened to expand the nominees back to ten the year after the 2009 Oscars, their reasons were ambiguous, but one of the heads of the Academy was quoted as saying that,
"I'd be lying to you if I said that The Dark Knight didn't come up in the discussion."
Anyway, I'd be really pissed if Logan didn't get any attention from the Academy given how great the film is, especially in the acting category.
