I think in the original Korean version Mendez had a brother with a mental illness or something and always struggled to properly communicate with him and that was why he was rude to Shaun, deflecting.
We have had development with those characters but they're just not that prominent yet and the focus right now is Shaun so I see no problem with it. Lots of shows take more than 3 episodes to begin fleshing out characters.
Guess we'll have too friendly agree to disagree then?
