That could be. Maybe jobs are difficult to come by. Or maybe there is something in her past that makes it difficult for her to get a job and so she feels like she has to stick with the one she's got. It seems like Lucy lived with Victoria at some point, so who knows what type of past the curse set up for Jacinda.
