It doesn't bother me that Ephram didn't speak to Stephanie before the Ferris Wheel scene. It does bother me that we didn't get to see Ephram speak to Stephanie after the Ferris Wheel scene. I have always wanted to see the after affects of that final scene.
I don't believe Ephram had a reason to speak to Stephanie before the Ferris Wheel scene because he had no reason to be sure that Amy still loved him.
Ephram felt that Amy and he had a connection after that dance at the Bat Mitsvah, but Bright nixed that idea.
So..as far as Ephram was concerned he and Amy were over and although Stephanie could never be Amy...she was cool enough.
