They did kiss in the very final scene of S5. However, they said in S6 that they did not sleep together because once they took their clothes off, they started laughing. Later it was retconned that Kelly walked in on them and that's why Val hated her - she supposedly always wanted him. Also, they said at some point that they were each other's first kiss.
