Oh, really? I mean, I don't see any of them being guilty of it, but if i heard someone was accused of it, I would bet on Steve, because he tended to get himself into stupid situations, and was not the most sensitive guy in the world, so maybe he would misinterpret the signs of rejection. Besides, we saw him trying to get Kelly drunk in BYOB knowing she would not sleep with him sober.
