Well with Pete, Clark was sort of forced to tell Pete since he found his spaceship. So, at that moment, he decided to just tell Pete...
And the sad thing is that if it were Lex who found his spaceship, I still DOUBT Clark would've told Lex, I felt he would've made a cover up lie or something.
For me, I feel that Lex would've accepted and appreciated Clark so much more for being the first person in his life to trust him, not use him and tell him the truth. His drive of obsession pushed him over the edge. And it slowly turned him more evil.
